EMA is conferred powers under various Acts to make, amend and enforce regulations for the electricity, gas and district cooling industries.
The EMA Act was enacted in 2001 to incorporate the Energy Market Authority of Singapore to provide for its functions and powers, and for matters connected therewith.
The Electricity Act was enacted to create a competitive market framework for the electricity industry, make provision for the safety, technical and economic regulation of the generation, transmission, supply and use of electricity, and for other matters connected therewith.

Under the District Cooling Act, no person shall provide district cooling services to any gazetted service area unless he is authorised to do so by a licence.
Singapore District Cooling Pte Ltd (SDC), a subsidiary of SP Group, has been granted a licence to provide such services within the designated areas in the Marina Bay district.
