EMA regulates Singapore’s electricity, gas industries and district cooling industries through legislation, policies and frameworks and codes of practice and more.

Industries Regulated by EMA

Below is an overview of the industries that are regulated by EMA:

  • Electricity

    In order to foster market competition while maintaining a reliable electricity supply, Singapore has a liberalised electricity industry in which commercial companies are permitted to generate and retail electricity. Meanwhile, the transmission of electricity is owned and managed by a natural monopoly as there is only one power grid in Singapore.

  • Gas

    The gas industry in Singapore has been liberalised, allowing commercial companies to supply natural gas to industries and power generation companies. Additionally, commercial companies are also able to supply town gas to commercial and residential consumers.

  • District Cooling

    District cooling is a utility service that centralises the production of chilled water which is distributed to various buildings in a designated area for air-conditioning and cooling purposes. Currently, EMA has granted a licence to Singapore District Cooling Pte Ltd to provide such services within the designated service area in the Marina Bay district.
