The energy sector plays a critical role in Singapore’s economy and our daily lives. As we move towards a clean energy future, our workforce must evolve in order to remain at the forefront.
EMA has been working closely with the industry, the Union of Power and Gas Employees (UPAGE), the institutions of higher learning (IHLs) and government agencies on various manpower development and outreach initiatives, in both the private and public sectors.
Our approach to developing the Energy sector workforce is focused on the three priorities of (i) identifying jobs and skills needed to support the SET, (ii) developing workforce capabilities, and (iii) attracting talent to the sector by building mindshare and interest amongst youth.
In tandem with the Singapore Energy Transition, we have identified the requisite skills and competencies needed for both existing and emerging jobs, so as to provide a clear pathway for the workforce to up-skill and re-skill themselves. On this front, we have put in place various programmes, including:
Skills Framework for Energy and Power (SFwEP)
Launched in 2018, the SFwEP is a competency framework which maps out the career progression pathways and skillsets of more than 120 existing and emerging job roles in the power sector. The SFwEP was developed in partnership with SkillsFuture Singapore (SSG), and Workforce Singapore (WSG), together with industry associations, training providers, organisations and unions.
Jobs Skills Insights (JSI)
In 2022, EMA and SkillsFuture Singapore (SSG) developed the Clean Energy JSI, which identified the key growth areas emerging from shifts in the energy landscape and the skills with high growth in demand. The JSI is developed using jobs and skills data from a variety of labour market intelligence platforms, where the demand in skills is analysed through job postings.
Singapore Institute of Power and Gas (SIPG)
Established in 2014, the SIPG serves as an industry-led centralised training institute for the power and gas sectors. Courses offered by the institute range from power plant operations and network planning and development to those related to electrical worker licences.

Building a Strong Core of Power Engineering Professions for the Public Service (PEPS)
Established in 2014, the SIPG serves as an industry-led centralised training institute for the power and gas sectors. Courses offered by the institute range from power plant operations and network planning and development to those related to electrical worker licences.
EMA works closely with the Public Service Division, Science & Technology Policy and Plans Office and other agencies to implement various initiatives to enhance awareness of power engineering job roles in the Public Service. These initiatives will ensure that our current workforce is well-trained to handle existing and emerging technologies in their respective areas.
As part of EMA’s efforts to nurture a pipeline of manpower and cultivate interest in the energy sector, we have put in place various initiatives:
Industry-centric scholarships such as the Singapore-Industry Scholarship (SgIS) and the Energy-Industry Scholarship (EIS)
Singapore Energy Grand Challenge (Youth) which invites students to brainstorm and design innovative solutions to achieve a more sustainable Singapore in 2050 and beyond.
The Energy Story Exhibition at the Science Centre, which is jointly presented by Science Centre Singapore, the Energy Market Authority and SP Group, features six zones of multimedia displays and interactives where visitors can learn about the sources, transformation and uses of energy, from natural cycles to modern applications.
Educational resources such as video series on concepts relevant to the energy sector. These videos aim to inspire and infuse interest amongst students about energy-related issues, bring to life industry case studies to enhance the classroom learning experience, and profile power engineering roles in the sector.
Launched in 2018, EMA’s Energy Ambassador Programme aims to identify students with a keen interest in energy-related issues, as well as sustain their enthusiasm by involving them in sector-wide outreach events.
