- The Ministry of Energy, Trade and Industry (METI) and Energy Market Authority (EMA) have launched three schemes to support the development of a strong pipeline of local expertise in nuclear energy. These schemes will help Singapore build the capabilities to assess the suitability of advanced nuclear energy technologies for power generation in Singapore. They will also help prepare Singapore for the Integrated Nuclear Infrastructure Review (INIR) Mission in 2027.
- The three schemes are the Singapore Nuclear Manpower Development Programme (NMDP), the Nuclear Manpower Development Programme (Industry) (NMDP-I), and the Singapore Future Energy Fellowship (SFEF).
Singapore Nuclear Manpower Development Programme (NMDP)
- While Singapore has not made a decision on nuclear energy, it is important to start building up domestic capabilities and familiarity with all aspects of civilian nuclear power development. This includes deepening Singapore’s understanding of the governance, management, licensing and regulatory requirements of nuclear energy to support informed decision-making.
- The Singapore Nuclear Manpower Development Programme will facilitate capability-building partnerships between Singapore government agencies and leading global nuclear organisations through structured manpower development programmes. The initial list of partners can be found in the Annex.
- Public officers involved in Singapore’s energy development will gain practical insights into nuclear energy through on-the-job exposure with nuclear technology companies, engineering, procurement and construction (EPC) firms, and other relevant organisations. Participants will gain first-hand experience in areas such as technology assessment, project development, licensing, and regulation frameworks.
- The programme will commence in 2027 and will be rolled out progressively over the coming years.
Nuclear Manpower Development Programme (Industry) (NMDPI)
- Local companies can play a role in Singapore’s nuclear capability-building journey. With growing regional and global interest in nuclear energy, building up the capabilities of local companies will also put them in a good position to participate in commercial opportunities overseas.
- NMDPI will provide funding support for personnel in selected Singapore-based companies on an as-invited basis, to participate in training programmes and industry attachments with credible international partners. The training would equip the personnel with the competencies to support their respective companies in advancing their nuclear strategy and capability-building efforts.
Singapore Future Energy Fellowship (SFEF)
- The SFEF will bring in distinguished international energy leaders to provide independent, strategic advice on Singapore’s long-term energy strategy, including energy policy and low-carbon technologies such as nuclear energy. Fellows will also support the development of future energy leaders and share their expert perspectives through structured engagements with government, industry, academia and the media.
- To support Singapore’s efforts in preparing for the INIR Mission in 2027, the first batch of Fellows - with expertise in nuclear energy - will be appointed this year. Future batches may include experts in other key areas of energy planning, including other low-carbon energy pathways, and grid infrastructure and planning.
