To meet Singapore’s future electricity needs, the Energy Market Authority (EMA) has launched a Request for Proposal (RFP) for new generation capacity to be operational in 2031 and 2032. The RFP is part of EMA’s Centralised Process for the development of new generation capacity to meet demand growth and ensure the power system’s reliability.

2. Under the RFP, the private sector will build, own, and operate new hydrogen-ready Combined Cycle Gas Turbine (CCGT) generating units. These will comprise one unit to be ready in 2031, and up to two new units to be ready in 2032. Each generating unit is a power plant that will be expected to provide at least 600 mega-watts (MW) in generation capacity.

3. Singapore’s electricity demand has been steadily increasing over the years. This is partly driven by high-demand industrial and digital sectors, such as semiconductors and data centres. These sectors are expected to experience continued growth over the next few decades.

4. Based on EMA’s latest demand projections, Singapore’s power system peak demand is expected to grow by between 2.4% and 4.8% annually over the next ten years. By 2031, the peak demand is forecasted to reach between 9.6 gigawatt (GW) and 11.4 GW. CCGTs remain essential for providing sufficient and stable electricity supply to meet demand, while Singapore pursues a diversified portfolio of cleaner energy sources for the longer term.

The new generating units, together with Singapore’s other CCGTs, will underpin the stable baseload power needed to support our transition to a cleaner energy future.”
