- The Energy Market Authority (EMA) has awarded PacificLight Power Pte Ltd (PLP) the right to build, own and operate two power generating units that will provide 100-megawatt (MW) of Fast Start (FS) generation capacity by the second quarter of 2025. This follows a Request for Proposal called by the Energy Market Company (EMC), on behalf of EMA, in December 2023 to ensure that Singapore continues to enjoy uninterrupted power supply when unexpected events occur in our power system.
- Maintaining a continuous balance between electricity supply and demand in our power system is critical, as any imbalance may result in supply instability and disruption. System imbalances can arise when generating units experience technical faults and undergo unplanned outages. Such events may occur as new and larger generation units are commissioned in the near term[1], and large-scale low-carbon electricity imports from the region are phased in by the end of the decade. FS power generation capacity in Singapore that can start up quickly plays an important role in mitigating these risks.
- Mr Ngiam Shih Chun, Chief Executive, EMA, said: “As we move towards a clean energy future and our energy sources become more varied, it is critical that Singapore has sufficient back-up capacity to ensure consumers continue to enjoy supply reliability. The Fast Start generating units by PLP will bolster the reliability and security of Singapore’s power system with the potential to switch to using hydrogen instead of natural gas in the future.”
- Mr Yu Tat Ming, CEO, PLP, said: “PLP is pleased to be awarded the 25-year Fast Start contract for a 100MW, hydrogen-ready, gas turbine facility that can be brought from standstill to full load within 18 minutes. This award marks a significant milestone for our company and we are committed to delivering the project on time and reliably supporting the energy system.”
- Mr Toh Seong Wah, CEO, EMC, said: “EMC is delighted to support the first ever competitive procurement of Fast Start Ancillary Services in Singapore. EMC’s independence as the operator of Singapore’s wholesale electricity market allows us to facilitate an open, fair and competitive procurement process to meet the requirements of the power system operator.”
[1] New Open Cycle Gas Turbine generating units being built by Meranti Power are expected to be ready in 2025, while two other new advanced Combined Cycle Gas Turbine generating units by Keppel and Sembcorp are expected to be ready by 2026 and 2027 respectively.
